Jon Call, EA

Jon Call did not start his career in tax. He spent nearly a decade in marketing, managing budgets and measuring ROI for clients. When a layoff forced a pivot, a conversation with his brother pointed him toward a career he initially dismissed outright.

“Me? Doing tax work? I rolled my eyes at the idea.”

That was 2012. Since then, he has become an Enrolled Agent, earned the NTPI Fellow designation, built CLAW Tax Group, fought the State of Minnesota in a regulatory battle that changed state law, testified before the Minnesota Tax Committee, and represented thousands of taxpayers before the IRS.

The marketing background did not go to waste. His entire approach to tax resolution is built around the same question he asked in direct response: Can we prove our value? Did we make a measurable difference?

“I have had the chance to deliver results that genuinely change people’s lives. The juice has been worth the squeeze.”

Credentials

Enrolled Agent
An Enrolled Agent is a federally licensed tax practitioner with unlimited rights to represent taxpayers before the IRS in audits, collections, appeals, and Tax Court. The designation is granted by the IRS itself after passing a comprehensive examination covering individual tax, business tax, and representation. Jon has been a credentialed EA since 2012.

NTPI Fellow
The NTPI Fellow designation is awarded to Enrolled Agents who complete the National Tax Practice Institute’s advanced program in IRS representation. It is the highest professional development credential available through the National Association of Enrolled Agents. Most EAs never earn it.

NAEA Government Relations Committee
Jon is an active member of the National Association of Enrolled Agents and contributes to federal policy reform through the NAEA Government Relations Committee. His view: if the system is going to ask people to comply, it has to be fair and understandable to operate.

The Minnesota Fight

In 2019, the Minnesota Department of Commerce attempted to classify Enrolled Agents under the state’s debt settlement statutes — a regulatory framework designed for credit repair operations, not federally licensed tax professionals.

Jon refused to accept it.

He pushed back using federal preemption under Circular 230, the Treasury Department regulation that governs practice before the IRS. He worked with the NAEA to build a legal and legislative challenge. He testified before the Minnesota Tax Committee. He won. The resulting legislation formally exempted Enrolled Agents from Minnesota’s debt settlement classification, setting a precedent with implications for EAs across the country.

“Circular 230 is federal authority. States cannot override it. I could not just stand by and let the state define our profession in a way that undermines what we do.”

Who He Represents

Jon founded CLAW Tax Group to represent taxpayers dealing with the IRS who do not know where to turn. His clients include individuals, small business owners, contractors and independent workers, and people who have not filed returns in years, located across Minnesota and every other state in the country.

The cases that come to CLAW Tax tend to be the complicated ones: large balances, revenue officer assignments, payroll tax issues, audits where the examiner’s position does not match the facts, and situations where someone needs a professional who will actually fight for them.

“Helping good people in bad situations.” That is the phrase he comes back to. It is not a slogan. It is the reason he made the pivot in the first place.
